When creating a new workforce program, or improving upon an existing one, there are five key steps to ensure a robust and effective program:
- Understanding the market need for a program
- Designing the program goals, objectives, and high-level approaches
- Identifying and engaging partners
- Implementing the program
- Evaluating the program
Program evaluation is not the end of the process. Instead, it is an opportunity to revisit each of the previous steps to understand what may have changed, and what may need to be adjusted to make the program more impactful moving forward. While goals and objectives help build the program roadmap, keeping evaluation in mind from the start can improve the whole process for an organization and its trainees, partners, and stakeholders.
