Wesley Living: St. Peter Manor

BACKGROUND

St. Peter Manor is located in the historic St Peter Village in Memphis, Tennessee. The site was originally an orphanage built in the 1800’s. Now it is a 10-story mid-town retirement community with 234 one-bedroom and 49 studio apartments with furnished kitchens and individually controlled heating and air conditioning. All of the tenant utilities are included in the rent. Additionally there is a coin-operated laundry, sundry store with an indoor café, chapel, community room, computer center, health and mental health clinic, library, theater, fitness room and beauty shop, all onsite.

Constructed in 1977 today the building and its mechanical systems consist of mostly original equipment other than upgrades to new condensing boilers and T8 lighting in all common areas, which occurred in 2016.  While an immediate and measurable impact on energy use from those upgrades was observed, the building still fell short of the owner's desired performance goal, and a more comprehensive whole building energy reduction plan is being pursued.

SOLUTIONS

To complete the renovation of St. Peter Manor, Wesley Housing is upgrading all of the windows and doors with insulated, energy efficient products, replacing all residential appliances with ENERGY STAR® rated fixtures and upgrading the balance of the building's HVAC system with 17 SEER PTACs and 15 SEER split systems in the common area spaces.  Additional utility savings and water savings will be realized from the installation of WaterSense toilets, showerheads and aerators. With similar renovation approaches at similar properties—Wesley Highland Meadows and Wesley Graceland Gardens—Wesley Housing has achieved up to 40% improvement on utility bills.

The St. Peter Manor renovation is estimated to be $9.5 million for all phases of construction. The project is seeking an Enterprise Green Communities certification and the work is being done in partnership with Memphis Light Gas and Water (MLGW), First Tennessee Bank and the Tennessee Housing Development Corporation, with MLGW contributing capital for each residential unit’s energy efficiency upgrades. The balance of the financing is coming from Low Income Housing Tax Credits and a 223f HUD insured loan.

In addition to the renovations, St Peter Manor is installing a 50 kW solar array under a green energy purchase agreement with the Tennessee Valley Authority and Memphis Light Gas and Water. The Purchase Power Agreement allows St. Peter to sell solar generated electricity to the Tennessee Valley Authority at the prevailing rate plus $.25 for 20 years. Industry estimates place the production capacity of this PV system at 65,000 kWh/yr., or roughly 2% of the current energy load of the property's 2017 consumption.

OTHER BENEFITS

While the energy improvements will provide savings in the coming years, it will also make the facility financially competitive. Additional renovations, such as Low VOC cabinets and paint, and flooring will improve the interior environment. These combined improvements will position the property to house low-income senior residents for another 40 years.
