Background

The Cuyahoga Metropolitan Housing Authority (CMHA) owns and manages property, and also administers rent subsidy programs to provide good, safe, and affordable housing to eligible low-income persons. Through the Cedar Redevelopment Plan in Cleveland, OH, CMHA will be replacing obsolete, dilapidated housing that was originally constructed in the Central neighborhood in the 1950s. The new mixed-income multifamily development is part of CMHA's larger multifaceted, catalytic Central Choice Transformation Plan that incorporates energy efficiency measures through design into housing.

This project is essential to transforming a crucial neighborhood into one that meets the needs of modern families and contributes to a more successful future for Cleveland. The neighborhood has seen property abandonment, a steady decline in economic and business development, and few infrastructure upgrades.

The redevelopment plan will be carried out in phases; Phase I involves constructing Cedar Apartments, a 60-unit multifamily building that will anchor the community and increase the neighborhood’s walkability. The upper three floors will comprise of single bedroom residential units, and the ground floor will be dedicated to retail and community space. Phases II and III will involve townhouse construction. CMHA maintains energy efficiency as a key priority in all new construction.

Solutions

Energy and water efficiency measures designed for the Cedar Extension Apartments will reduce the cost of utilities and create a healthier environment for tenants. The renovations were funded by multiple sources including Low-Income Housing Tax credits and an implementation grant from the U.S. Department of Housing and Urban Development to plan the projects. Efficiency measures will include additional insulation to the building’s exterior and installing windows that are 18% more energy efficient than standard windows. The building will also include furnaces that are 96% efficient, compared to typical furnaces that are 80% efficient.
