The State of New York has been working to improve energy efficiency for more than two decades. Governor Andrew Cuomo intensified the state’s commitment to advancing energy efficiency with the issuance of Executive Order 88 and the BuildSmart NY program –a strategic initiative to accelerate energy-related investments in New York State facilities. The program aims to accomplish broader state policy goals to:

  • Foster cost-effective investment and reduce utility expenses
  • Support economic growth by creating green jobs and stimulating the clean energy marketplace
  • Protect the environment and public health by reducing greenhouse gas emissions
  • Advance state facility energy security and resiliency

At the centerpiece of BuildSmart NY, is Executive Order 88, which mandates a 20% improvement in the energy efficiency performance of New York State government buildings by April 2020. The performance of the New York portfolio will be measured in source energy use intensity reduction since the baseline year of New York State Fiscal Year 2010-11.

BuildSmart NY sets out minimum requirements for annual benchmarking, energy audits, sub-metering of master metered campuses, and operations and maintenance standards for NY State Entities. The State of NY commits to:

  • Share lessons learned in meeting the EO 88 mandate and implementing the activities outlined above
  • Operate transparently by sharing the energy performance of NY State buildings
  • Demonstrate success and model energy efficiency solutions for public and private buildings
