Housing Authority of the City of Los Angeles

Established in 1938, the Housing Authority of the City of Los Angeles (HACLA) owns a total of 9,405 units which includes 109 properties, 14 of which are large public housing developments and mixed-finance affordable housing that are operated by private management companies. The portfolio is located in the City of Los Angeles and spans from San Pedro in the south to the San Fernando Valley in the north and from Venice in the west to East Los Angeles. These locations provide affordable housing to very low-to-moderate income households. Through innovative practices in energy efficiency, water efficiency, and regulatory initiatives, HACLA has continued to meet or exceed its objective of providing decent, safe, and sanitary housing to approximately 25,000 residents of Los Angeles.

HACLA is excited about its commitment to sustain the 27% reduction in water consumption that it attained in 2015. The Housing Authority will continue to increase energy efficiency throughout its portfolio, working through the Better Buildings Challenge over the next ten years. HACLA will achieve its energy efficiency goals by forming true community partnerships with residents, staff, contractors, and external stakeholders such as the Metropolitan Water District of Southern Carlifornia and the Los Angeles Department of Water and power. The Housing Authority will use a combination of conservation and technological efficiency measures to reduce energy use.
