In July 2021, the Fairfax County Board of Supervisors adopted a new greenhouse gas emissions reduction goal through the Carbon Neutral Counties Declaration. Led by Fairfax County, Carbon Neutral Counties provides a mechanism for counties across the country to commit to operational emissions reductions. Fairfax County pledges to be energy carbon neutral by 2040, work with state and federal partners to advance this goal, and ensure it is implemented equitably.

The Operational Energy Strategy (OES) adopted in July 2021 is the framework for the county’s GHG reduction goal and strategy. The OES calls for a 25% improvement in buildings energy efficiency by 2030, and a 50% reduction in overall GHG emissions by 2030. The county now aims for net-zero energy new construction and has a robust energy efficiency program in place for existing buildings. The county is also actively pursuing clean renewable electricity options including on-site installations and off-site procurement.
