Working to deploy clean energy in underserved markets faces many challenges that can hinder access of homes and businesses to energy efficiency and renewable energy programs. States and local agencies are effectively engaging a variety of stakeholders and public and private sector resources have demonstrated clean energy programs can be affordable and accessible to all Americans.
